Charles Allan BSc
Charles supervises the work of the Fish Health Inspectorate (FHI) Group to ensure that current fish and shellfish health legislation is implemented in Scotland and mortality incidents are investigated and suspect disease diagnosed where possible. He is a member of the Aquaculture Health Joint Working Group and provides advice on fish health and aquaculture issues to inform policy within Marine Scotland.

David Fraser MIBIOL, CBIOL
Dave provides scientific and technical advice on fish and shellfish health and aquaculture; and is the FHI area manager for the Northern Isles and South West Scotland.  He specialises in biosecurity, risk assessment, disinfection, processing and waste disposal on aquaculture facilities, in relation to the control and eradication of serious diseases. He is also the FHI representative on mollusc culture and disease issues.

Ronald Smith BSc
Ron manages the risk based surveillance programme for the Western Isles and North Scotland area and authorisation of establishments in Scotland as required by the Aquatic Animal Health (Scotland) Regulations 2009. He also manages the inspection and audit programme for containment and sea lice under the Aquaculture and Fisheries (Scotland) Act 2007.

FHI Policy Advisor
Neil Purvis BSc

Neil provides support and assistance to the FHI group by advising on policy issues relating to both current and pending legislation, and assisting with implementation at a practical level.  He has been heavily involved in contingency planning to deal with outbreaks of serious fish and shellfish diseases including exotic and emerging diseases in association with Council Directive 2006/88, and Gyrodactylus salaris.  Liaising with Scottish Government and UK Government colleagues is an important aspect of his role.

A Fish Health Inspector acts as Duty Inspector (DI) during office hours every day from Monday to Friday. The DI is responsible for responding to queries received via phone or the Fish Health mailbox (fishhealth@marlab.ac.uk), providing advice on fish health matters to industry, civil service colleagues and members of the public. This includes queries relating to:

  • Applications for permission to move live fish subject to movement restrictions, including live fish for harvest

  • Applications for a licence to import live aquaculture animals and their products

  • Preparation of export certificates

  • Notifications of suspicion of a notifiable disease of fish or shellfish

  • Notifications of escapes of fish from fish farms

  • Registration of new fish or shellfish farming businesses or sites, or changes to the details of existing businesses

  • Sampling of fish and shellfish forwarded to Marine Scotland Marine Laboratory for disease diagnosis.

If the DI cannot answer your query personally, he or she will make a note of it and either contact you as soon as possible with a reply, or your query will be passed to someone who can help you.

The DI is responsible for ongoing cases in the absence of the case inspector including notifying fish farmers of laboratory test results from samples taken from their farm and any further actions as necessary.

    Andrea assesses applications for an import licence for live aquaculture animals and products and monitors imports and exports to and from Scotland. She is responsible for scheduling inspections of quarantine facilities, import consignments, export consignments and the production of movement documents. Andrea is also responsible for scheduling the inspection and sampling programme for the Western Isles and north Scotland.

    Katy comments on fish and shellfish farm planning applications for new and modified sites. She also comments on applications for EFF and other grant aid for fish farming. Katy is responsible for updating the Management Area Maps and developing FHI web pages.

    Dan is responsible for the administration of authorisation and registration of establishments in Scotland as required by the Aquatic Animal Health (Scotland) Regulations 2009. He also provides advice on the import and export of aquaculture animals to and from Scotland.

  • Sonia Duguid MSc, BSc

    Sonia is the Deputy Technical Manager for accreditation in the FHI, which means she is responsible for liaising between the client (UK Accreditation Services) and analysts to ensure that our methods meets the client’s requirements. She is also responsible for managing the contract for the veterinary medicines residues sampling programme and the coordination of the FHI sampling programme on behalf of the Veterinary Medicines Directorate.  Additional responsibilities include assisting in the placing and revocation of movement restrictions for controlled fish diseases.

  • Daniel Pendrey BTech
    Danny is responsible for scheduling the inspection and sampling programme for Shetland, and overall team scheduler.  He often represents the FHI in working groups in meetings e.g. with the Fish Vet Society, and at the EAFP.  Danny has coordinated work on Red Mark Syndrome (RMS) within the FHI.  He is also responsible for coordinating the FHI's training.

  • Amanda Walker BSc
    Amanda is responsible for the placement of restriction notices which prohibit the movement of live fish, staff and equipment onto or out of a fish farm for the purpose of disease control.  She also produces the Scottish Fish Farms Annual Production Survey and the Scottish Shellfish Farm Annual Production Survey. Amanda is responsible for scheduling the inspection and sampling programme for central and southern Scotland.

  • Paul McKay BSc
    Paul is responsible for the inspection and testing of wild fish throughout Scotland to maintain the additional guarantees afforded by the Commission for the importation of live aquaculture animals or products to prevent the introduction of Gyrodactylus salaris. Paul is also responsible for scheduling the inspection and sampling programme for Orkney.
